Patna/New Delhi: The Bihar government has approved a new performance-based payment system for social media creators who produce videos about state government schemes, programmes and achievements.

Under amendments to the Bihar Social Media and Other Online Media Rules, 2026, eligible creators will receive ₹10,000 for every 1 lakh views generated by a qualifying video. The maximum payment has been fixed at ₹1 lakh for a single video

The decision was approved by the Bihar Cabinet at a meeting chaired by Chief Minister Samrat Choudhary on August 19, 2026. The proposal was among 13 decisions cleared by the Cabinet at the meeting. 

How the payment will work

Under the revised arrangement, a video that reaches 1 lakh views can qualify for an additional payment of ₹10,000. A video reaching 5 lakh views could therefore qualify for ₹50,000, while one reaching 10 lakh views could qualify for the maximum ₹1 lakh. Views beyond 10 lakh will not increase the payment because of the per-video cap. 

The payment will not be calculated immediately after a video is uploaded. Viewership will be assessed after the video has remained online for 30 days, with the figures subject to verification. 

Importantly, the scheme is not an automatic ₹10,000 payment to anyone who makes a Bihar-related reel. Creators, pages and channels must be registered and empanelled with Bihar’s Information and Public Relations Department (IPRD) and must meet the conditions prescribed under the state’s social-media framework. The government also plans periodic checks of followers and other performance figures. 

Who can apply?

Bihar’s existing official social-media empanelment portal says individual social-media accounts with at least 1 lakh followers on Facebook, Instagram, X or YouTube are eligible to apply for empanelment. The policy also covers web-media platforms and mobile applications meeting specified audience thresholds. 

The existing portal requires applicants to provide documents including PAN, bank-account details, identity documents and social-media analytics. It also states that the concerned media must have existed for at least one year before applying for empanelment. 

However, the detailed notification implementing the newly approved payment provisions is still awaited. The IPRD is expected to issue further rules explaining the exact verification process, eligibility conditions and payment procedure. 

The move marks a significant shift in how Bihar plans to communicate government schemes. Instead of relying only on traditional advertising and official channels, the state is seeking to use creators and digital platforms to reach a wider online audience.
